Recycling, Sewage Facilities Grants Awarded to Municipalities and County, Vance Says 

HARRISBURG – More than $100,000 in Recycling Performance and Sewage Facilities Enforcement Grants recently were awarded to Carlisle Borough, Upper Mifflin Township, Carroll Township, Monroe Township and Cumberland County, said Sen. Patricia Vance (R-Cumberland/York). 

"These two grant programs help protect the environment for generations to come," Vance said. "The recycle grant encourages municipalities to increase participation in recycling so more trash will be reused and not go to landfills. The sewage grant helps septic systems meet uniform standards that reduce the changes of contamination." 

Upper Mifflin Township received a $655 Sewage Facilities Enforcement Grant. Carroll Township was awarded a $9,782 grant, and Monroe Township received a $6,472 grant.           

Sewage Facilities Enforcement Grants are used to reimburse 50 percent of eligible expenses for performing state sewage regulations outlined in the Pennsylvania Sewage Facilities Act (Act 537). This act was formed to correct existing sewage disposal problems and prevent future problems through proper planning of all types of sewage facilities and permitting of individual or community onlot disposable systems (OLDS), as well as uniform standards for designing OLDS. 

Carlisle Borough received an $84,154 Recycling Performance Grant. Cumberland County was awarded a $2,021 grant. 

Recycling Performance Grants are based on total tons recycled and the municipality's overall recycling rate for calendar year 2003. It helps Pennsylvania communities increase their recycling rates and meet the statewide goal of recycling 35 percent of all municipal waste. 

This grant is in addition to funds that the Department of Environmental Protection (DEP) allocates to municipalities to establish and maintain recycling programs. Through September of every year, DEP accepts applications for Recycling Performance Grants based on the amount of waste recycled the previous year. The program is open to all local governments with recycling programs. 

Vance's district includes all of Cumberland County and Carroll, Fairview, Franklin, Monaghan, Warrington and Washington townships and Dillsburg, Franklintown and Wellsville boroughs in York County.
